ASBESTOS/LEAD-BASED PAINT PROJECTS

Erie County Office Building and Public Library, Buffalo, NY
Watts is currently providing asbestos abatement design services for the renovation of the Erie County courthouse facilities. This extensive renovation project includes the removal of all sprayed-on-fireproofing in the Courthouse Annex. Heightened attention to detail will be required in the design and during abatement due to the sensitivity of performing abatement work within a fully operational public building.

In addition to the courthouse, Watts has performed work at the Buffalo and Erie County Central Library. Work at the library involved the remediation of asbestos-containing acoustical treatment from public areas, abatement of sprayed-on fireproofing within the library's main computer room and the abatement of the chiller room. Responsibilities included: evaluation of the existing building; development of the scope of remedial work; design of new architectural finishes and lighting systems; bidding services and contract award; project representation during construction; and final project closeout. All asbestos abatement was performed successfully.

The Commodore Perry Homes, Buffalo, NY
Watts, as a subconsultant, conducted a lead-based paint inspection of The Commodore Perry Homes in Buffalo, New York. The project involved the inspection of over 275 units in 20 buildings prior to their demolition. Watts assessed the data from XRF testing and issued a report detailing locations and quantities of lead-based paint. A detailed cost estimate for abatement of lead coated surfaces was also provided. Currently, Watts is developing lead, asbestos, and PCB abatement design options for inclusion in the construction documents.

Central Terminal Restoration, Buffalo, NY
The Buffalo Central Rail Terminal, constructed in 1929, is a Western New York landmark. From 1987 until 1996, the facility had lain dormant, lapsing into severe decline. Unfortunately, weather, the actions of vandals, and time have taken a heavy toll on the facility. As a result of this deterioration, asbestos-containing material (ACM) has also become part of the general debris in many areas. Watts was retained to formulate as asbestos cleanup plan that is both practical and sensitive to the health and safety of the workers and general public. Watts petitioned the New York State Department of Labor (NYSDOL) in Albany for approval of the plan and met with NYSDOL representatives at the Central Terminal. With approval of the cleanup plan, revitalization of this important Buffalo architectural symbol is expected to begin in the near future.

Batavia Downs, Batavia, NY
Western Regional Off-Track Betting Corporation (OTB) contracted for the abatement of asbestos containing spray-on fire proofing on structural steel beams throughout the Batavia Downs race track facility. The work areas encompass over 60,000 square feet on two floors. Portions of the building must remain occupied during abatement. Watts was retained to provide full time project oversight to document and insure the safety of the surrounding populace and the building occupants. Our duties include: monitoring the activities of the abatement contractor for compliance with applicable regulations; collection and maintenance of project documentation; approval of quantities for payment; and acting as liaison between the contractor and owner by handling day-to-day communication.
