CONSTRUCTION AND ENVIRONMENTAL INSPECTION
Broadway (Route 130), Union Rd. (Route 277) to Transit Rd. (Route 78), Town of Cheektowaga, Erie Country, NY
Watts is the prime consultant responsible for providing construction inspection services for the reconstruction of 1.7 miles of Route 130 in the Town of Cheektowaga and Village of Depew. This $9.4 million New York State Department of Transportation project involves the complete reconstruction of the pavement and the closed drainage system on this urban arterial, utilizing stage construction in order to maintain traffic throughout the project. New sidewalks are being constructed for the entire length, existing utilities require relocation, and a new traffic signal is to be installed.
Deck Rehabilitation for Five Thruway Overpass Bridges, Chautauqua County
Watts was the prime consultant for the New York State Thruway Authority on this $1.2 million project that provides for the rehabilitation of five bridges over I-90. After removal of the wearing concrete, our personnel sounded the decks and marked out the locations for full and partial deck repairs. Watts provided construction inspection services to oversee the work to strip, repair, seal and overlay the bridge decks; and for joint replacement, bridge rail upgrades, and approach rail and pavement replacement.
Buffalo Niagara International Airport Environmental Inspection Services, Buffalo, NY
 Watts' environmental scientists and engineers conducted studies to address federal and state environmental review requirements concerning proposed airport developments recommended in the Master Plan Update for the Buffalo Niagara International Airport (BNIA). New and improved facilities included runway extensions, improvements to air cargo and general aviation areas, airfield maintenance, deicing, fueling, and internal access facilities, and passenger terminal and automobile parking areas. Watts completed the inventory and data collection tasks, and prepared the appropriate sections in the Environmental Assessment for Section 4(f) sites; Historic, Architectural, Archeological, and Cultural Resources; Biotic Communities and associated habitats; Endangered and Threatened Species of flora and fauna; Floodplain Evaluation; Farmland identification; and Solid and Hazardous Waste facilities, spill sites and areas where detailed studies were recommended.
Watts operating under a separate contract provided the Niagara Frontier Transportation Authority (NFTA) with full-time environmental inspection services during the construction of several airport improvements including the construction of new passenger parking facilities, internal access facilities, and deicing fluid holding tank areas. The seven month project involved oversight of all intrusive activities conducted on the former Westinghouse NYSDEC Superfund site. This was the site of many of the proposed improvements on the airport property. During construction, several thousand cubic yards of potentially contaminated soil were identified. These soils were sampled and characterized for their proper handling and disposal. In addition, Watts documented the successful excavation, corrective action, and closure of over 15 underground storage tanks and vaults. A low temperature thermal treatment system was used to strip volatile contaminated from much of the contaminated soil. In addition, Watts was responsible for the characterization and monitoring of collected groundwater including its acidification and passage through double carbon columns to meet discharge limitations.
