Watts provided both environmental and civil/site design services for a joint maintenance facility designed to promote efficiency of both federal transit and county highway maintenance operations. The facility will serve 50 transit vehicles and nearly 300 light and heavy county vehicles. The use of federal transit funds required compliance with the Federal Transit Authority’s National Environmental Policy Act (NEPA) requirements. Watts conducted the environmental assessment by evaluating the significance of potential social and environmental impacts of the new facility to: cultural resources; wetlands and surface water quality; ecologically sensitive species and habitats; air quality; noise and vibration issues; hazardous materials issues; farmlands; public parklands and recreation; relocations; and community cohesion and environmental justice. Potential short-term construction impacts addressed included those from construction equipment traffic, dust, noise, and vibration. Detailed reports were included to address, cultural resources, hazardous waste/contaminated materials, wetlands, noise, vibration, and traffic.
